NPC not providing mini tuning fork of earth

Steps:

I'm a new player who is playing SMN and going through the level 20 trial sized trials.

I am level 26 currently and have level 2 reputation with Bastok, so I meet all of the quest requirements for fighting the level 20 Titan.

Hwever, when I speak with Ferrol I am not provided with any tuning fork so that I may fight Titan.

I have defeated the level 20 Rahmu and Shiva without these issues. Shiva was the last one I did.

Just as a sanity check, try doing a few more rep quests in Bastok and talk to the NPC again.

Also I don't think that NPC is involved in much/anything else but try talking to the same NPC several times in a row. If under any circumstances an NPC has multiple things to say it will cycle through them in order usually.
