Tried trading specified items, (Valor Leggings +2, Oxblood, Wootz Ore, Rem's Tale Ch.5 x5) in different orders, and different times, to no avail, she will take the rem's tales and place them into storage and not acknowledge the upgrade or other items. She allows me to upgrade other gear, including other Valor +2 pieces.

Is the valor leggings +2 augmented? if not then it will require x10 Rem's tale ch.5 instead.

Nah, its not the problem, i've tried both 5 and 10 rems.

I dont know why, but this site wont let me reply to voicememo, I am trading all items at once, and I do meet the requirements, this is the only piece that I dont have upgraded to 119, which sucks because it is an important piece.

and do you meet these requirements

You must start the Dynamis quest line.
You must have completed Promathia Mission 3-5 (Darkness Named), which grants "Dreamworld" Dynamis access.
You must then talk with Sagheera and specifically ask about Relic Restoration, while wearing a piece of relic armor.
