RoV 2-3 Call to Serve - Unable to obtain Cipher

Good morning,

I am trying to pick up where I left off on one of my characters (Striffjr), Rhapsodies of Vanadiel missions. Checking the log I am currently on Call to Serve 2-3. When zoning into Port Jeuno, it doesn't give me any cut scenes, so I have tried checking the Mystic Receiver but nothing happens.

All the prerequisites have been completed, and I am not stuck behind any other missions. I have a feeling that when I previously carried out these missions on this character (over a year ago), I may have dropped the Cipher. Due to this I am unable to continue the missions, and its starting to look like I have to start over on a fresh character!!

It shows online that if you didn't obtain the cipher then you should be able to receive a new one from the Mystic Receiver but as I stated nothing happens when I attempt this.

3. Checked to see if I have Cipher: Prishe II or trust magic, I don't
4. Contacted GM as I potentially dropped item.
5. Previously played this mission over a year ago, so possibly dropped item.
6. Unable to retrieve Cipher to continue RoV missions.
7. All prerequisites have been completed, CoP complete.
