On Asura server, party member information is not present in populated areas

Steps:
1. Go to Menu, Select Party, choose Rearrange.
2. Blue arrow cursor highlights party members at this point
3. Notice that the party information struct is not populated for some or all party members
4. This issue been observed in zones like Lower Jeuno, Selbina, Mhaura and Walk of Echoes [p1] and [p2]. The zones can have as little as 20 people or as many as 50, to result in the game client not reporting party member's job information. This can occur in solo or parties of 1-6.
