I'm not really sure about that, but there are still people around at all hours of the day :D
In the major cities, you can find Linkshell Concierge NPCs, and these NPCs can hand out link pearls for various LS that are looking for members. If no one gets back to you here, give that a try, you might find some people you want to do things with.
