Double Up & Snake Eye

Hello,

I have had Snake Eye merit at 5/5 for a few years.
The 40% chances of rolling XI don't seem to be right.
Especially when we are rolling at IX, it seems like it almost never happens.
It looks more like 5% to 15% chances to roll XI when we are standing on a IX.
Is it bugged? rigged? or just very bad luck streak for years?
The Enhances 'Snake Eye' effect from Relic legs seems to trigger a lot more often than a 5/5 Snake Eye merit.

Also, it might sound extreme but Corsair buffs are kinda long and slow to apply.
Is it possible to reduce delay for Double up from 5 to 3 seconds, please?
