FF XI Constant fps stuttering

Details: Everytime I boot FFXI from Play Online , The game will have bad fps stuttering. I open task manager and It goes from not responding to ok.
Steps:
1 load play online
2 log in
3 play FFXI
4 Stuttering starts.

Make sure your graphics drivers are up to date.

Also make sure that nothing is running in the background that might be causing demand on the systems resources.

I checked the Drivers and they are up to date , and I opened taskmanager to see if there is any hogging going on , and that does not seem to be the case. directX play legacy stuff for windows 10 is on , direct x 9 aswell, I believe (The one that comes with the new installer package of the game) I could be wrong on the version though. Anyways the stuttering is still happening, just odd since it works on my desktop , but not on my other system. Just very odd.
