Steps:
Spent three days Dispatching aforementioned mobs for Odious Scale to complete Records of Eminence , but drop seems to be bugged. Have gotten piles of all other Notorious Monster spawn items, but this one does not populate in the loot table ... EVER.

Are you sure you weren't just unlucky? DB says the drop rate is not more than 7%.

Pretty much a 100% chance he already has the item and doesn't know it.

I'm not exactly sure what far flung era I obtained the scales in, but sure enough a quick /itemsearch(which I always forget exists) turned them up. After zoning they actually populated into the list it said they were in. My thanks Isola. This was literally driving me mad. _(._.)_
