2.i have checked my quest log for any other active WS quests and i have non active now
3.im the correct job and correct sword skill(388) ive zoned, changed jobs, unequipped weapon and she still wont give it me. sword skill 388 capped, also sandoria fame is capped. i have "Fettering blade" equipped when i tried to get the quest

I don't remember for sure if it's related, but have you tried raising your fame in San d'Oria?

Also, the skill value required for WSNM quests does not include any skill gained from merits or equipment, so I'd suggest stripping naked and subtracting any sword skill merits to make sure you actually do have the required skill. (Also, it helps to have numbers when numbers are involved. You should edit your post and include your actual base sword skill value.)

When you are trying to file a bug report, you have to include the relevant information (like actual sword skill value in this case, job you are on at the time, etc.) If you use vague terms like "correct sword skill", it will get chucked into "Not Enough Information" and ignored.
