Steps:
1. Talk to Kaede at (J-5) in Port Bastok to begin this quest.

2. After the cut-scene, talk to Kagetora in Warehouse 2, then talk to Ensetsu.

3. Then I go to Korroloka Tunnel.

4. When I press the ??? at (K-8) in Korroloka Tunnel the leeches do not spawn, and I get a message that nothing is out of the ordinary.

There is a chance it's because they were just killed. This actually happened to me just about a month ago. Wait and retry.

I waited several minutes after first clicking it, and when i came back subsequent times with no one else around they still did not pop.
