I cant flag the quest above i have no active quest that will block it and i have max fame for the quest i also am level 99 but Shantotto will not give me Curses, Foiled...Again!? i have completed Curses, Foiled Again! as its in my completed section.
when i speak to shantotto he says about windhurst trust permit but i have it in my Ki and Hiwon-Biwon says ...Erck....
I dont have Making headline active or blast from the past and A moogle kupo d'etat completed

You have to zone, and wait a game day between each quest in the series.

Also, you have to talk to her multiple times, each time, because the first dialog will always be about the trust initiative.
