2. Select "Ask About Relic Armor"
3. He says "I'll update the list for ya. Take a look to see what ya need next."
4. It returns to his main menu without showing possible upgrades.
I definitely have cleared Bastok and Windurst, however it shows nothing.
I was selecting the wrong option. I'm dumb!
