Steps:
Upon completion of the BCNM, i returned to Heaven's tower. Received 1st CS no problems. Received 2nd CS, got an R0 during it, d/c'd. Upon relogging, touching the door says "sealed shut" or the equivalent wording for that mission. I retraced all the mission steps to no avail. Doing some research online, people that had that issue had a GM reset their mission status. I called 2 GMs, neither was willing to reset until I made a post here confirming a bug.

There should be a glowy spot inside Heavens Tower (think it's nearby to Star Sibyl's door) that you can use to restart that missions cutscene.. It's not named ???, but same sort of thing. :/

Went through all of Heaven's Tower and there's no blank / glowy spot, except the teleporter from the top to entrance floor. Are you sure of it?
