It was a one day event on the 15th for the Vana'versary. However, it looks like it will be available during the Halloween event soon as well.

Probably an issue of being lazy for the 15th and reusing the already planned new prize from Halloween. XD

I'd suggest that you make sure to get one during the event or you will probably have to wait a year til next Halloween if you want one.

If you did not get the mount on the 15th, then yes, you have to do this event to get it. If you don't, then expect to have to wait a year until the next Halloween event rolls around for another chance at one.

spam sweets for costume, get someone else in your pt do the same.
then both run to the bomb decoration before the costume effect wears off.
chance for a pitchfork or the mount.
get apple pie from port san curio mog, then go to s.san A hp and it has a skull and bomb decoration next to each other.
