I have finished and collected the other Large memory fragments with no issues. All of the other quest are marked complete. The 4th will not flag the cutscene when I Zone into Bastok Markets (S) from North Gustaberg (S).

I have not changed allegiance.
I have tried to do other steps in the quest with no luck.
The quest will not flag in my quest log.
I have waited till JP midnight with no luck.
I have waited 1 game day with no luck.
I have did a hard log outwith no luck.
I have tried the other allegiance quest with no luck.

Nothing seems to flag the cutscene.
