Does anyone in the development team read the text provided to players before it is released? I mean someone sober when they reviewed it!
I have 5 characters that do mog garden each day. I have not received anything out of the ordinary from the coastal fishing net out of 30 tries.

The Mog Garden Campaign has had that typo since day 1. It's not "coastal fishing net", it's "flotsam" that you get the special campaign related items. Right now you can get stuf like Dynamis currency from flotsam, plus you get 2x items from it daily instead of 1x.
