Disconnections while changing zones and logging in

Details:
While changing zones, character will more often than not become stuck in the black screen "downloading data" until it disconnects. When attempting to log back in the same issue reoccurs. As a result the character is only partially logged in and must wait several minutes before being able to reattempt the login.

Common reoccurring errors: POL-1011, FFXI-3011, FFXI-3113

All other games and internet services work perfectly fine. Other friends have the same issue with an entirely different ISP (Rogers, Verizon)

The problem still persists, despite the issue having been addressed and resolved yesterday

This has been an ongoing issue since 5/6/17 and continues as of 5/8/17

Steps:

1. Warp or manually zone into a different area via HP Crystal, Survival Guide or Unity warp
2. Encounter black screen, downloading data until it times out
3. Attempt to log back in
4. Repeat #2

This issue happens to me and my room mate with alarming frequency as well.

Randomly one of our characters will be unable to connect when zoning. The character seems perpetually stuck in the black loading screen until it times out and returns a FFXI-3001 error.
The only solution for us is to power cycle our modem and get a new IP address.
Another thing of note is that this stuck on loading screen issue is isolated to just 1 account and to just 1 computer.

If my friend logs onto my character when he/she is experiencing the black screen loading issue, he has no issues moving them to a different zone. However if I log back onto them on my computer, when I return to the zone that gave me the loading issue, it will happen again.
The only method I have seen to fix this is resetting my modem for some reason.
