Unable to do ark angel MR quest from record of eminence

I was not able to do the mentioned quest in the title because it wouldn't appear on the list of other quest 3 category of record of eminence.

Did you beat the other RoE Quests, talk to the NPC in Ru'Lude Gardens, Zone, Then talk to him again?
