Today I traded in my battle trophies in order to receive a Facio Bliaut. It took several attempts however I manged to gain the refresh+1 upon. In my mind I had thought a refresh+1 would be the equivalent of Avatar's prep -2 as Refresh gives back 1 tick and the +1 would give back another.

I tested this with Fenir having my normal avatar -perp equipped and found out my Royal Reddingcote was working better (where I figured I would break even.) I could not figure out why this was happening so I swapped it for my Ixion Cloak and found to my surprise it was lowering the cost of my Avatar the same amount as the Refresh+1. Now I am wondering if refresh+1 is working differently than I thought it would work, or is the item not working properly. Could someone please explain this to me? I do not want to send in a bug report if it is not a bug.

I have done a little bit more testing with my item. Watching the refresh it gives me. It gives me the same amount back as my Ixion and Royal Redding Cote. My last test was to see if the spell 'refresh' was more powerful with my armor on. That is a negative as well. At this point I believe the refresh+1 is a bug (assuming it gives me a refresh effect of 1magic tick +1 more.)

You're misinterpreting it. Refresh +1 when the piece has 0 native refresh is 0 + 1 = 1. This is the case with all augments that use similar notation, such as "Haste +3". Facio bodies with Refresh+1 are 1/tic only.

"Refresh+1" is the same as "Adds Refresh Effect." It doesn't add to an already existing stat on the item, it just appliess that amount to your character, in addition to any traits or spells you have that increase or hinder said stat.
