Does it mean we can get it from complete a Campaign Battle or We can buy it with Allied Notes?

It's under the Chocobo Digging section, so it means you can dig it up in the [S] areas. (I assume)

It means that when you dig in [S] zones you have a chance to find several hundred allied notes instead of an item. Same with conquest points and imperial sanction in the last couple of updates that added riding/digging locations. They're a fairly common dig.
