In ffxiv they have a thing called the party finder, you'd write a description of what you want to do (e.g. Stuff like VD ambuscade party or KSNM horns of war YOYD). Then you could set the slots you want to fill in your party, so you could have 1 slot be PLD one be WHM/SCH, one be GEO/BRD/COR and the rest just be DD jobs.
Once you make the party finder, people go to the party finder and see a list of all the parties seeking and can join if they meet the requirements. I think this would be a nicer way to set up parties than constantly yelling over and over to find members.
I know we have request acceptance mode, auto party, lfp and search comments. But none of these are as streamlined as the party finder in ffxiv, and it's something I'd like to see brought over.
Note: not taking about the duty finder, that's a completely separate thing.

That's a huge amount of programming work, not gonna happen unless some big changes happen to the budget next March.
They are making a ghetto push towards it in that they are widening the /yell area, that's kind of the same thing in a way.

Really, the /seacom already does just that. Unfortunately no one uses it, but I don't blame them. The FFXI party management options are out-dated and a jumbled mess. The Party Finder, /seacom, and the new "Party Request" option all seem like abandoned projects that were never finished or updated. It would be lovely if they revamped them all into one party tool with a user-friendly UI, but it's unlikely.
But even if they did that, do you really think anyone would use it? I think people will just keep using /shout.

I sure as hell wouldn't . I have no issue playing easier content with a crappy player as long as they are nice people. I also have no issue playing with some jerks that are really good players. I DO have issues with playing with jerks that are bad players . I also wouldn't want just any PLD in hard content. I wouldn't want a poorly geared BLM as my only nuker in a capacity party. There are also about 2 dozen people on my blist, as I'm sure I am on a bunch of blists. Just saying, I wouldn't want to open my party up to just anyone.
That being said, there are a large amount of players who would benefit from this. Returning players who don't have a solid network yet, people who prefer to usually play solo but may need a group for certain things, and players who just like to meet new people. I trhink its a great idea. Maybe they will implement it 1 day since you say they already have the system figured out on 14.

You ever add me to that list and I'd cry ;^;
On topic, The party system does need a bit of an update, but at least the yells are going to all the cities now, so it'll make finding what you want a little easier.

Ffxiv party finder doesn't let people on your blacklist join, as for the rest of it, it's no different from building a party through yells. You don't instantly know how good or nice or geared a player is when they send you a tell saying "I'm BLM can join". All you can do is put a note in the description saying "no rage quitters" or "have a good attitude" or "PLD requires aegis" or "must be ilvl 119". It may not guarantee these people will join but neither does the current system.

It would be nice to have a UI based system but it's just not going to happen with the budget they have.
The one in XIV is abused to heck too, people use it for all kinds of rubbish that has little to do with building parties.
