White Clematis not in the list of items unavailable for account-wide transfer

I used 1000 login points on a White Clematis to send from one character to another because it is NOT on the list of items that cannot be delivered to other characters on the same account. It will not let me send it to another character on my account, so either make it deliverable or update your thread.
