Quest to acquire NPC-Exclusive Weapon Skills

Is there a possibility of this happening? Would like to see if we can aquire some of the nice weapon skills some NPCs uses but we don't have access too. :)

I'd like to see Uriel Blade available aside from using the WotG sword, I mean, that sword was ok like 4-5 years ago... Now you can't wield it unless you want to upset ppl.
