Standing on 117

I have two level 117 clubs and 117 body piece but speaking with sparks NPC does not complete the quest.

Make sure your average item level in the equipment window is 117 or higher and try again. Main, head, body, hands, legs, and feet all have to be 117 or above. Remove ranged weapon if it's below 117.
