ok all gear aside because gear is situational at best. my question is is weather or not the duel weild from sub jobs stacks with the main job.. if so the nin/dnc and dnc/nin combo would effectivly have duel weild 7 as thetraits from both would push them above and beyond dual wield 5.

It's "Dual", as in "two".

And no, job traits don't stack.

They do not stack.
How you could tell would be to go to a starting town, put on some high delay weapons, equip a sub job with more DW, like nin/dnc and then go out and 1 shot 10 lvl 0 mobs outside town and look at your TP. Then go change to a different sub, like nin/war that doesn't have DW, and go 1 shot 10 lvl 0 mobs outside town.
DW lowers your TP gain, so if you gained DW by subbing dnc your TP after 10 hits would be less then it is with war sub. (This is also how you figure out how much DW items and stuff add, and how we know Iga earring is junk!)

Dual Wield Caps at either 55% (Effectively with armor) or 86% with all dual wield armor but no haste or anything good on it

P.S. DUAL WIELD is like HASTE (Delay of both Weapons added = # A)
then # A - DUAL WIELD %

so let's say 210 Kannagi + 190 Kamone = 400 Delay with a 55% Dual Wield = 400 -55% = 180 Delay of both Weapons combined

so 180 Delay is ur TRUE DELAY 90 Delay per Weapon if you put in that way
