Pretty sure this is to limit the ability of RMT to trade large amounts of gil. They still transfer gil by overpaying for uncommonly sold items on the AH but maybe this is easier to track for them.
It is annoying to get gil off mules though.

Let me tell you about having to transfer 30,000 alexandrite from a mule.
