On the pc, in the gamepad config program there is a button to assign to select ctrl/alt window palette. But, then, how do you change which of the 10 rows it brings up? Or, how do you configure that?
R2/L2 (shoulder buttons) are the control/alt, while holding those hit up/down to change 1-10

With R2/L2 configured for ctrl/alt or any other 2 buttons I've tried so far, no other up/down button that I have found changes the the row, e.g. up down movement or up down camera. Actually, I think I have tried every combination of buttons.
So, when it works, is the intention that you configure which button selects ctl palette and which selects alt palette. Then, whatever buttons are configured for forward/back movement change the row?

I didn't configure the menu controls, that was the problem.
This is the procedure, I think:
Find out what number each button has. In windows 7 with my controller, the button numbers are displayed where you can calibrate the controller, in devices and printers.
Run FFXI config and select gamepad. Which pre-defined configuration works with the controller depends on the controller. Camera and Menu are not configured with the presets. So, configure Movement, Camera and Menu then test.
With one gamepad, the Joysticks worked in the game upside down compared to config, i.e. forward was back and back was forward, left and right were left and right though.
I chose to unconfigure "logout" and "screenshot", since I don't want to suddenly logout while something is about to kill me and I don't want to keep randomly creating screenshots by accident.
