Provenance and Voidwatch Campaign

I was wondering why Provenance is excluded from this campaign?
I'm in the process of farming all KI and Atmacites and I was surprised to see, when defeating Provenance Watcher, that I didn't get any KI, meaning the campaign doesn't apply there.
When something is excluded from a campaign you usually put a * note.

This is working as intended.

The Voidwatch Campaign grants players the ability to engage in battle with maximum alignment. Since there is no alignment within Provenance, the campaign effects will not take place within this zone.

I think he meant that when there is an event that the development team and/or person who announces these events needs to add facts where areas are excluded from the event. Not the explanation why its not working there.

Technically it wasn't excluded. The effects that the campaign increased simply do not exist in that zone. Would be like asking why didn't they mention the silt campaign not increasing silt gain on mobs in east ronafure. I'd imagine the campaign was intended to get clears/farm items so the idea of farming um atmas in provenence didn't occur to them.
