Vanguard Spirit - Increases accuracy only when using 2-Handed weapons. Level 1 - acc+10; Level 2 - acc+21; Level 3 - acc+33; Level 4 - acc+46; Level 5 - acc+60; Level 6 - acc+75. Obtained by:
WAR (lvl 20, 35, 75, 99).
DRK (lvl 35, 65, 99).
SAM (lvl 30, 50, 75, 99).
DRG (lvl 10, 25, 45, 65, 85, 99).
RUN (lvl 10, 30, 50, 75, 99).

I think these values for the jobs above will help boost their accuracy, but also maintain the concept that DRK has always been the least accurate and DRG the most accurate of melee DD's. Also see:

Vanguard Soul - increases attack only when using a 2-Handed Weapon. Level 1 - attack+10; Level 2 - attack+21; Level 3 - Attack+ 33; Level 4 - Attack +46; Level 5 - Attack+60, Level 6 - attack+75). Obtained by:
WAR (lvl 20, 40, 60, 80).
DRK (lvl 10, 30, 50, 70, 85, 99).
SAM (lvl 30, 50, 70, 99).
DRG (lvl 30, 50, 75, 99).
RUN (lvl 20, 40, 60, 80).

Again, the different values for different jobs are just meant to help solidify reputations, i.e. DRK having the highest attack of any job.

Something similar for MNK and PUP:
Militant Heart - Gives a boost to accuracy and attack only when using hand-to-hand weapons. Level 1 - acc/atk+10; Level 2 - acc/atk+21; you get the picture). Obtained:
MNK (10, 30, 50, 70, 85, 99).
PUP (30, 50, 75, 99).

Is this too much? Probably. I certainly would not expect the numbers to be the exact same. These job traits may not be the ultimate solution, but they are certainly a step in the right direction.

Edit: Thanks to Kensagaku for pointing out my error. I always thought that accuracy bonus I and II were cumulative, and that tier 1 gave 10 acc, tier 2 gave 12 acc, so they combined for a total of 22. The numbers now reflect a proper amount of accuracy and attack that would bridge the gap.

Given that job traits of the same type generally don't stack (Attack Bonus I is overwritten by Attack Bonus II), you may want to fix those numbers a bit, as adding 0.5-1 piece of gear's worth of accuracy or attack isn't going to change much.
