can reforge af/empy but not relic

no relic reforge and i talked with both npcs
so here it is.
I have both af and empy reforge options open to me at the npc but not relic I have traded all the items needed for the reforge for a relic a+2 a non augmented relic gear and instead it only stores rems chapters.

Not a bug, talk to the person next to her (Sagheera) and click the Relic option. You need to have had a Vial of Shrouded Sand and Prismatic Hourglass at some point and be wearing a piece of Relic Armour.

Basically: You need to Unlock the ability to +1 the Relic Armour before she'll Reforge it.

I have talked to her and still no luck. Not enough Info? What am I missing. What you guys want?
