2. My level before Aby was 58.
3. After Aby, It jumped to 64.
4. Im a Drk/Dnc
Please, If you have any ideas were to go that may of helped you, please share.
Also, please dont flame me about, "this is why you dont do that" Obviously I know that already, and Im just trying to get some help. Ok thanks guys!

Nothing you can really do about a small increase like that. It's very likely that a level sync party would have the same effect since yours is on a very minuscule level.
If you really want to recap it now I would recommend trying to see if you can solo EP in quicksand caves or someplace else where things will be EP to you at lvl 64.
If I was in your situation I would find it more time effective to just wait it out until at least 75 before I worried to skill up. At 75-90 you can skill up while you're in abyssea and you can cap whatever remaining skills you have left to cap much easier at 90. At 90 you can go find an EP anywhere and skill up while AFK if you wanted to, it's just that easy. Find an EP > engage > read a book/play video games/etc > find new mob.

Leveling combat skills isn't that difficult anymore. There are plenty of guides on the major community sites.Due to DEX and level difference, you can probably do fine by finding any low Easy Prey to skill up on. As long as you're surviving fine, if you want to get more skill ups per fight you can always use a weaker weapon.
You dont need to blame abyssea for anything. This sort of thing happened before abyssea with level sync parties if you were the one syncing down a lot. Just find some easy mobs and grab a friend if you need some support.

If it was capped at 58 only thing I can think of is finding EPs and DCs that you could take on mainly trying to stick with DCs. Thats not that bad of a skill gap really, a good fast bird party would still leave you lagging a bit in skill. Or just try to see if you could find a friend or two and go whack a couple of Ts or hunt some ISPs.

AFK on fortalices with the weakest Scythe you can find and as much -STR gear and you should cap at around level 82ish.

Find some "decent challenge" mobs to fight. Only thing I could come up with reasonably fast was the lvl 59-62 beetles in the basement of Crawler's Nest. There's no need to talk about abyssea leeching like it makes you a bad person. Just the fact that you're asking the best way to skill back up says (to me) that you're not the sub-average numbskull leeching in abyssea. You'll probably find it easier to fight mobs to skill up if you go ahead and leech to 75-80 though (just my experience, I skilled sword on BLU from 230ish to capped just by meleeing in abyssea once I hit 90, and my BLU magic skilled much faster while learning magics.) At that point, you can choose "easy prey" mobs that match your weapon skill level. For example, say you'd gone from 58 to 77. Those beetles in the basement of CN would be EP to you (I think). With the additional levels, they wouldn't hit you as hard, you'd have additional stat levels (however minor), and you'd have access to much better gear. If you do leech again 64+, I'd pile on the accuracy gear, atmas, and food (unless you're the only "leech" available to open boxes.) Who cares if you hit for 10, you still hit, and you should still get skill ups. Good luck^^

^ This. You should have no problems just leeching up to level 75~ish and then capping your skills on Fortalices in Castle Zvhal [S]. Just make sure to use a low damage weapon, as mentioned above. Haste gear is an obvious boon as well.
on what target should I start for a 0skill weapon?

That depends on your level. Level correction and gear access will take care of what accuracy you may be lacking hitting most targets if you're high enough. You should be fine on Fortalices at level 75+ even with 0 skill. If they don't work out, Kuftal Tunnel Robber Crabs were fine for me at level 75 with 0 skill weapons back in the day.

0 skill with most 1-3 DMG weapons means you will only hit Zvahl Fortalices about 5% if the time. It also means you'll do 0 damage almost all the time. You must do at least 1 HP of damage to skillup. They have 5000 HP, and respawn every 30-60 minutes IIRC. Scythes don't have a very low damage rating at the level they become available IIRC.
Once you do get some skill levels built up, you can switch to a level 1 weapon to keep skilling up. When I did it on dagger with my BLM, it would take me 7-9 hours on auto-attack to kill a fortalice, and I'd get something like 70 levels of skill in that time. I'd do it when I had something else to do, so I could just keep an eye on what was going on out of the corner of my eye.
Magic skilling on those is more of a pain, because Imps and Elementals tend to wanter into range that can detect your casting and will aggro you.
With the skillup update, a Fortalice will no longer cap your skill to what your max is at 75, it goes to about the skill max for a level 81 or 82 now, I think.

I'd skill up outside abyssea until you reached 200ish skill level... after that sushi / atma's should be enough to give you a fairly consistent hit rate..
Then just skill up there and get merits / cruor while you skill up.
