How to get Cobra Staff because inventory was full when I completed quest

I completed Howl From the Heavens last Saturday. I did not receive the Cobra Staff because my inventory was full at the time and I didn't know it. I cannot figure out how to get the Cobra Staff now. The game said to come back and try again later when I had room in my inventory, but that is a standard message and nothing I've tried to recreate the event where I would have gotten the Cobra Staff has succeeded. I waited till the next game day, then the next conquest tally; I've talked with Valda-Galda; I've re-entered Windurst Walls (S) from West Sarutabaruta (S). I've even clicked on the Windurstian Bulwark numerous times. There was no restore point or ??? or indeed anything glowing nearby. I contacted a GM about the issue and s/he said to submit it as a bug to the forums. I submitted a bug about this previously, but it was moved to Insufficient Information and I could no longer reply to the thread. This should really be fixed. How do I get my Cobra Staff???
