So I reactivated my account for the red mog pell and my friend reactivated at the same time I did, he has received his mog pell I have not received mine. Are they still in the process of being delivered?

Yes, I reactivated at the end of June and like I said I reactivated at the same time as my friend and he got the pell so I know I was active in time
