Suggestion: Reduce the Job Ability Delay

Reason: It would make gameplay substantially faster and smoother. FFXI will never play with the smoothness and speed a fighting arcade game, but it could at least get a little better.

Background: (http://ffxi.allakhazam.com/forum.html?fjob=19&mid=1263961847187689986)
Player testing has shown a 2 second delay (~120 delay) after every JA usage. The first half is forced total inactivity, while the second half can tolerate additional JA usage and resets the process. So if you use 1 JA, you spend 2 seconds not swinging. If you perfectly sync two JAs up, you spend 3 seconds not swinging, etc.

Guestimations and reasoning:
* I suspect the first second of animation delay exists so that the server can register client actions. I also suspect that a full second is overkill.
* I suspect the second second (lol) exists so people can stack JAs, JAs and WSs, etc. SA-> WS would be harder to land in 80% delay reduction situations if you didn't have this second delay due to your swing speed wasting SA. I feel the playerbase has better timing and more skill on average these days than in 2004. Many of us have been playing the game for years. We can at least reduce this by half a second.

So yes, please reduce it as much as possible. I don't mind swinging through my animations. This delay has made the battle system feel bulky and slow for years. It also interferes with the Dancer Step -> Flourish system, as mathematically demonstrated in that thread.
