With SE's clearly stated lack of PS2 Dev Tools, what is the company going to do when they need graphics & visuals for special events? Special events?? The summer festivals, like the one that's going on right now, all the elements that are added around Christmas time and the spring events.
I know that I wouldn't want to see the company just recycle the same visuals over and over again. Eventually seeing the same visuals over and over again will become boring.

To be blunt, this what will likely happen.
As long as the game is up and maintained there will be things like seasonal events, but they will most likely be repeats of existing content.
To set your mind at ease a little, there should be more than a decade worth of different seasonal events content because they didn't do the same thing every time and most of it should still be in the game.

I asked in another thread if seasonal events would continue. But probably, if they do they'll just recycle the existing versions of the events.

That's all well and good. But what about being able to retouch and/or "spruce up" the old content. In the words of Mike Holmes, the contractor from Canada: "lipstick and mascara"?
Once the dev tools die, they won't be able to make core programming changes. They can probably still do database and non-compiled script changes (e.g. the stuff that drives NPC and quest interactions). So they can probably do something in this area, but to what degree remains to be seen.

They don't really need to. The events have enough variety, and the zodiac thing covers all 12 years of the calendar now. They're already having every holiday they want to.
