Re-activated my character and mules on Jul. 30 2015 and logged into all of them, Received the Mog Pell (Red) on 1 character only. the other characters received Mog Pell (Green) only. No (Red). besides, the Festive Moogle in all 3 nations did not show the Echad Ring under the Equipment menu as stated on POL official web site.

When did you previously cancel your subscription? Because it sounds to me like you got the mog pell(s) from an earlier campaign. I don't think the mog pells for this campaign have begun distribution yet.

i did cancel my subscription around 9 months ago. and yes.... one of the characters got a Mog Pell (Red) + x2 Mog Pell (Green).
The other characters got only the Green ones.
Plus... the festive moogle didn't show the Echad Ring in the Equipment menu

The Echad Ring should appear once the campaign begins. Until then, I think it'll show the EXP rings from the previous campaign (Duodecennial and Vocation rings).

but the POL official web site stats that a Mog Pell (Red) should be traded to a festive moogle during the time period between june 1 and july 31 to obtain an Echad Ring.

The announcement stated that characters that are on an active subscription between June 1st and July 31st will receive a red mog pell. Square have not yet announced the delivery schedule.

As Pooty mentioned and Camate (http://forum.square-enix.com/ffxi/threads/47854-Active-Adventurer-Appreciation-Campaign-date-accuracy?p=555537&viewfull=1#post555537) covered yesterday, the announcement is only for eligibility to receive your in-game item(s) for this campaign.

We will announce the delivery date for these items at a later time.

The info that was given on red mog pells were distinctively given based on the fact Square-Enix I think planned to deliver the pells starting AFTER the version update has been concluded to allow Square-Enix time to change the information on the server for the new items. If you have a red mog pell from a previos event or received a red mog pell through delivery box, i suggest you wait to use it AFTER the version update for the new items.
