Weapon skills and Combat skills

A couple updates back red mage got some more sword weaponskills. I couldn't help but think, why didn't red mage just always have these weaponskills? Then I started to think how dumb it is that certain weaponskills that are available by combat skill can't be used by a job even if it has a high enough combat skill to use it. That's why I think that if a job has enough combat skill to use a weaponskill it should be able to use it regardless of what job it is.
