So reading the patch notes we can accept limited time challenges 24 hrs a day with it changing in regular intervals each day. Does this mean we no longer will receive random limited challenges that pop up, and now have to accept them that are available at the current time each day?

It just means that instead of there being periods of 4 hours where you can get one followed by periods of 4 hours where you can't, there are now new challenges available during those times where there didn't used to be any, meaning there is always a limited time challenge up at any given time.
