I heard rumors of another server merge coming soon. Is this true, or just a fabrication?

There's no word on it, just about a dozen "I want to server merge" threads and about an equal number of people disagreeing. Unless you see an official dev post or an announcement on the POL site, don't worry about it.

It's not a thing that's being planned, it's just a dead horse topic brought up by a bunch of people who erroneously think it's the solution to all their problems with finding groups. Personally, I think a server merge just impacts the dozens of things I can do solo while adding twice as many people I don't feel like partying with.
