can't obtain key item sakura and the golden spoon

I've completed all the prerequisites but I can't obtain the key item "Sakura and the Golden Spoon". Tried Zenicca and the skipper moogle in Bastok. I traded the cotton thread last week. All my garden areas are at at least level 6 and Susaroon is employed.
