1. After completing the previous quest: Vegetable Vegetable Revolution you are tasked to wait an unspecified amount of time.
Various internet sources state this is either until the next RL day (JP Midnight) or the next weekly Conquest Tally.
2. The next quest: Vegetable Vegetable Evoultion is supposed to require Adoulin Reputation Level: 4
(Iyvah Halohm: "I'll admit that some people in Adoulin might know your name, but don't let that go to your head. You still haven't prrroven yourself one bit in my eyes." )
3. Upon checking the door with an insufficient wait, or insufficient fame you will receive the message: "The door is bolted shut."
4. After waiting for roughly 10 RL days, spanning two consecutive Conquest tallies, the door still returns the message: "The door is bolted shut."
My character's reputation in Adoulin is reported by Iyvah Halohm to be level 5.
(Iyvah Halohm: "Your name's making the rrrounds in Adoulin. I hear it on the lips of passersby rrrather often.")
I also have the quest log completion notification for the previous quest: Vegetable Vegetable Revolution.
Also my character's title is also that which is rewarded from the previous quest: Vegetable Revolutionary, after changing it back via Debadle-Levadle.
Using a different title also does not have any effect.
