1. Undead Swarm Besieged lvl 8 attacked
2. Start fighting Lamia No.9
3. Her elementals are hitting for 900 damage and very evasive, which suggests they are a much higher level than they should be.

There was a jp dev post explaining this behavior, basically when Lamia No.9 takes elemental damage she "levels up".

She didn't seem any stronger, it was just the elementals.

I don't know, after the post was made I/others leveled her up one undead besieged and she was hitting for over 500 and got one shotted by one of her elementals.

Lamia No. 9 is certainly a notorious foe in Aht Urhgan. I asked the development team for her secrets.

The Lamia No. 9's elementals will increase in level each time she is hit with a magic spell. Thus, if Lamia No. 9 has taken a lot of magic damage and has plenty of elementals, she will become incredibly powerful offensively.
Due to the nature of besieged this can cause this NM to become very powerful, but I hope this has helped you better understood the mechanics.

I suppose that might be what happened but I could swear it was only the elementals that levelled up excessively.
