Here are my findings on the Turbo Charger II.

Edit: TL;DR
- Haste Values are 7/17/28~30/43.75%
- Chargers stack additively

So it wasn't just me. I thought it was weird I wasn't getting values that were divisible by 5

If 2x wind caps haste with optical fiber + tc1 + tc2 and we can gear for +25/6 % pet haste with foire gear + hurculan sash, its basically a pet with 256+448, its basically 69% haste on a pet. Shame that it would gimp the master so much to cap our pets haste ;-(
