Windows Effect still in place after turning it off

Even with Windows Effect turned off in Config > Windows, when you full screen chat window and then exit, you can still see the chat window resizing transition back to the original size (before full screen).

Other relevant settings are:
-only 1 chat window
-set to max 20 lines and min 0 lines for Window 1, reactive window sizing is off
