This is a great balyd point cost, it lets healers especially recoupe their costs.

Even if you lower the balyd reward I think the 3k point cost is nothing but good for everyone, especially returnees.

Don't put it back to 15k.

Eh, I say take it back to 15k, it's not that back breaking to do a few coalition assignments. Literally if you're maxed at the Courier Coalition, you're making 11k bayld (Or somewhere close, I forget) if you use all 3 imps.
