So I was looking through the NAP, and saw the blurb about reforging armor, and noticed that it didn't mention the requirements of beating COP/getting Limbus access:
Vanateajya, an active adventurer living in Vana’diel.
There are three types of iconic equipment that represent the jobs in Vana’diel. They are artifact, relic and lastly, the empyrean equipment that is obtained through the Abyssea contents.
Of these three, both artifact and relic equipment can be reforged in two stages to boost their item levels to 109 and 119 respectively—a must have for those facing Vana'diel's greatest challenges!

That equipmentaru sure takes me back! I remember back when everyone donned these as they jumped into the fray.
Reforging these pieces must take a lot of time and effortaru.

You’ll need a couple of items in order to reforge both artifact and relic equipment, and the while those required to reforge to item level 109 are not too difficult to obtain, those needed to reforge to item level 119 are a bit harder to come by.
In either case chapters of Rem’s Tale provide the requisite knowledge. Chapters 1 through 5 are needed to reforge to item level 109 and can be obtained in the high-level battlefields.
To reforge to item level 119, you’ll need chapters 6 through 10, which can be obtained from the high-tier mission battlefields.
It’s also possible to obtain all of the chapters through Records of Eminence!
Brave the battlefields to collect a whole bunch of chapters of Rem’s Tale, or persevere with Records of Eminence to steadily purchase chapters with your sparks!

So I can choose how to obtain-wobtain the items based on my playstyle?
It’s nice knowing I can reforge equipment while solo by gradually-wadually saving up points.
Perhaps you should have Vanateajya say something about getting into Lumoria/Limbus to do the upgrade (and beating certain battlefields to do the 119 update) along these lines:

You'll also need to prove your valor to the people of Vana'diel before Monisette will help you to reforge your armor. By traversing this plane into the mysterious land, where Luminions dwell, and entering the battlefield known as Limbus, you will gain the admiration of those in Jeuno that will help you start your reforge.
And to enhance this armor even further, you must prove your worth by suppressing Vana'diel's most terrifying bosses. The ones that dwell deep inside the delve. (However, I've been told that there may be other beasts out there that will earn you the same respect from your peers.)
