Reduces casting time of ninjutsu. Reduce casting time by 1 percent.
Now is the 1% going to stack with each level or will it just take 1% off with each level?

having 10/10 Job Points in CAST TIME makes a HUGE difference in all Ninjutsu !
They should Definitely make it do RECAST as well :D

It will cast 10% Faster than before, However the Recast remains unchanged as it is (UNLESS they change on the following update to "Cast/Recast")

It is still worth for Casting Utsesumi , and several ninjutsu, it does help (I am 5/10 on it and it makes Utsesumi Ichi cast in 2 seconds and ni in 1 second) ALL other ninjutsu cast in 1~3 seconds

So once It is 10/10 it be all ninjutsu cast in 1 second , regardless of being Ichi or Ni or San !

That is the advantage of having it 10/10 ! :D
