Steps:
Casting a Dark Magic spell with the Fallen's Burgeonet equipped will not yield a reduction in cast time. I cannot say the same for the +1 version as I do not own one.
Attempted spells were Drain, Aspir, Bio II, and Dread Spikes. I conducted some further tests with the spell Dread Spikes, which has a 3 minute recast time on its own with no form of recast reduction. The following tests were done naked with only headgear equipped, stats, and results relevant to my tests are as follows;

Ignominy Burgeonet : Haste 6% / 2m 48s
Fallen's Burgeonet: Haste 6% Dark Magic casting time -9% / 2m 48s
Haruspex Hat: Haste 5% Fast Cast +8% / 2m 42s

Casting time- gear only applies to the cast time. It doesn't affect the spells recast like fast cast would.

I am confused. Considering merited dark seal / sch enchanced dark arts has the same wording. I suppose equipment and JAs behave differently?

I wouldn't know about dark seal, but SCH JA and things that enhance them do tend to be different. But that's the exception, rather than the rule.

And I think by now we should all be familiar with how poorly SE descriptions sometimes cover what gear actually does.
