Oboro JSE quest

What is actually required to flag this quest? The thread by NOC_EU apr 8, 2014 says "Prerequisites
Players must have fulfilled one of the following prerequisites in order to undertake the quest.
Have defeated at least one of the following boss monsters appearing in Delve content in Cirdas Cavers [U].
Muyingwa / Dakuwaqa / Tojil
Have defeated at least one of the following boss monsters appearing in Delve content in Yorcia Weald [U].
Cailimh / Wopket / Utkux
Have defeated one of the mission battlefields requiring one of the items listed below on “Difficult” or “Very Difficult.”
Microcosmic Orb / Macrocosmic Orb
Have defeated a high-tier mission battlefield on “Normal” or above difficulty.
Notes
When the prerequisites for accepting a relic, mythic, or empyrean weapon reforging quest are met, that quest will be given priority.
If you have traded a relic, mythic, or empyrean weapon to Oboro and selected “Prepare the weapon!” you will be unable to accept a job-specific weapon quest until you select “Nothing” in the dialogue where you ask him about what is required to craft the weapon."

Do we need one of each of those to flag this quest with Oboro?

It tells you right there; it says "one." Not all.

That information is incorrect, we have won a macrocosmic orb fight on difficult and the quest still will not flag. If anybody has got it to flag with the orb fight which one did you win?

There is no quest to be flagged. There's no cutscene either.

You talk to him pre-requisite, and he tells you to go away or something like that. Go finish one of the things listed above, and then talk to him again; he'll talk to you more, and give you access to a list of the weapons he can make for you. You click on the weapon, and it displays the icon/stats, along with what materials you need to complete it.

Multiple people in our LS have tried that and also a few others we have talked to, all he tells us is to go away, lol

I guess we can try a different fight and see how it goes.

Had some friends that came back to the game after the Delve and AA rush, did the same thing for them, and just as you say, it didn't work for them. We just ended up taking them on an N GK real quick after they got some merits. I'm not sure if it was a mistranslation or if it's a bug concerning SKC20s, but in my experience D on them doesn't flag you as eligible. Perhaps VD might, and they just missed the V. IIRC, SKC20s are 109 for normal, 113 for D, and 119 for VD, so VD would make sense, compared to the content level of the other events that can work as a req.

I unlocked quest by doing the orc macrocosmic orb fight on difficult...

I won macrocosmic orb: Legion XI Comitatensis II on difficult
but npc still doesn't show me the list of jse weapon.
