Before you log in on POL, go to "Network Settings" (POL log in screen), and there is some connection check that is disabled by default. Try enabling it and seeing if that helps. I only found this out myself when the game would DC me every 30 seconds

I got stuck Downloading Data when I tried to teleport to Valkrun. I can't enter my main char but my mules can go in with no problem. I'll check what Mayoyama said. I'm also Claro Dominicana.
